Recently, the reporter learned from the first media conference of “Deeply Cultivating New Quality Productivity and High Quality Development Integrated Media Industry” that the first phase of the life and health technology high-end intelligent manufacturing industry base project is planned to be completed in August this year and put into operation by the end of 2024, promoting the localization and substitution of medical devices.
According to relevant data, 80% to 90% of high-end medical devices in China currently rely on imports. Although some medical devices have been localized, some of their core components, raw materials, manufacturing equipment, and testing equipment still rely on imports. In order to solve the bottleneck problem of scientific research, this project will take Baiyang Group as the core, introduce top enterprises in the medical device intelligent manufacturing industry, create the “Qingdao Intelligent Manufacturing” brand, and drive the economic development of surrounding areas, forming an innovative practice area of “ecology+health”.
Make up for the shortcomings of the big health intelligent manufacturing industry
In order to further promote the efficient development of the life and health industry, Shibei District has conducted research from multiple dimensions such as industrial upgrading, model innovation, carrier construction, talent introduction, and service improvement, and formed the “Shibei District Life and Health Industry Three Year Action Plan”. It proposes to take Baiyang Group as the leader, vigorously develop the life and health industry, and build a “Health Valley” in Gushan North Area, Qingdao. Strive to achieve an average annual output value growth of about 10% in the life and health industry in Shibei District by 2025, and basically establish the industrial development goal of Qingdao’s leading life and health industry cluster with a scale of billions.
As an important component of the “Three Year Action Plan for Life and Health Industry in Shibei District”, the Life and Health Technology High end Intelligent Manufacturing Industry Base Project is a key core area for accelerating the transformation and development of old industrial areas in Shibei District. Its goal is to make up for the shortcomings of the big health intelligent manufacturing industry and form a high-level national medical center north of the Yangtze River, creating an industrial agglomeration area for high-end intelligent manufacturing elements such as medical services, medical research and development, headquarters offices, and technological innovation incubation. The project is located east of Tanghe Road, west of Gushan, and north of Rui’an Road, with a total land area of approximately 203 acres and a total construction area of approximately 260000 square meters. Among them, the first phase of the project covers an area of about 54 acres, with a planned construction area of about 81000 square meters. According to the customized requirements of Baiyang Pharmaceutical Group, 8 modern production plants are planned to be built. It is planned to introduce top enterprises in the industry such as Huake Pioneer, Baiyang Dacheng, Wuweikang, and Bainian Health, and gather high-end medical device intelligent manufacturing industries such as medical linear accelerators, radiotherapy CT equipment, medical hard mirrors, and portable electrocardiogram detection equipment.
With strong support from the municipal and district governments, the first phase of the life and health technology high-end intelligent manufacturing industry base project completed land delisting on February 18, 2024; Complete the land use planning and engineering planning permit application on February 20th; On February 29th, the land certification and transfer were completed, achieving the goal of “obtaining the land and obtaining the certificate immediately”. On the same day, the construction permit was obtained and the construction officially began, achieving the goal of “starting construction immediately upon receiving the land”. According to the plan, the first phase of the project is scheduled to be completed in August 2024 and put into operation by the end of the year, achieving the “city north speed” of acquiring land, starting construction, completing construction, and putting into operation in the same year.
Form a model for the development of Qingdao’s medical device industry
The high-end intelligent manufacturing industry base project of Life and Health Technology is customized and developed through leading enterprises and investment promotion. With Baiyang Group as the core, it introduces top enterprises in the medical device intelligent manufacturing industry, solves the bottleneck problem of scientific research, promotes the localization and substitution of high-end medical devices, and creates new quality productivity. The relevant person in charge of Ronghui Group stated that the project meets the needs of headquarters, medium-sized, growth oriented, and start-up oriented diversified enterprises by establishing a group of funds, issuing a set of policies, and enriching diversified supporting facilities, creating a growth oriented full life cycle park. As a scarce demonstration industrial park for urban industrial transformation in the main urban area of Qingdao and one of the key low efficiency renewal projects at the municipal level, this project will effectively undertake the life and health innovation industry direction under the “2+6” industrial system in Shibei District after completion and operation, enhance the gathering capacity and scientific research innovation level of the medical device industry in Shibei District and even the entire Qingdao, and form a model for the development of the medical device industry in Qingdao.
According to Ren Guozhen, an engineer of the Planning, Preparation and Development Center of Shibei District Urban Construction Bureau, in order to build a high-level intelligent manufacturing base project for high-end industries of life and health science and technology, Shibei District invited high-level teams such as Shanghai Tongji Urban Planning and Design Institute, Qingdao Urban Planning and Design Institute, and Dade Liang Xingqing Island Branch to carry out industrial planning, urban design and other work in the industrial park, and finally determined to build a “1+2+3” industrial system for integrated development of industry, research, trade and service, namely, one leading industry for intelligent medical equipment, two supporting industries for medical trade circulation, and characteristic medical beauty, and three service platforms for industrial alliance, outsourcing services, and incubation and cultivation; Based on the functional positioning of the area, a spatial layout of “one valley driving, two wings developing” will be formed, creating a healthy and vibrant innovation valley, an urban high-end intelligent manufacturing base, and an industry city integration service area.
In addition, the project will take Baiyang Group as the core, introduce top enterprises in the medical device intelligent manufacturing industry, create the “Qingdao Intelligent Manufacturing” brand, and drive the economic development of surrounding areas, forming an innovative practice area of “ecology+health”.
The second phase project is scheduled to start construction in September this year
The Phase II project of the high-end intelligent manufacturing industry base for life and health technology covers a total area of about 100 acres, with a construction area of about 180000 square meters and a total investment of about 1.7 billion yuan. The Phase II project plans to cooperate with the Liandong U Valley, utilizing its professional park operation advantages and resource integration capabilities to form a “1+2+N” industrial development system that integrates supply chain, value chain, and industrial chain, striving to build the project into a top health industry demonstration highland in the country.
It is reported that the Phase II project of the high-end intelligent manufacturing industry base for life and health technology is scheduled to start construction in September 2024 and be completed in December 2025.
